CONFEDERATION PARK HERITAGE FOUNTAIN RESTORATION, Regina, Saskatchewan

Project Description

 

Regina’s historic Confederation Park Fountain returned to life after 20 years non-operation in June 2017.

 

The fountain was designed by Storey and Van Egmond, Architects, and originally completed in 1929.  It was the centrepiece of Confederation Park, opened two years earlier, to commemorate the 60th anniversary of Canadian Confederation and nearly 50 years of the development of Regina. Over the years, however, the park and the fountain fell into a state of disrepair and for many residents was largely forgotten.

 

The original concrete column was retained, stripped of 14 layers of paint, and carefully restored, while the old basin and piers were demolished and rebuilt.  The decorative guardrail was refurbished and reinstalled.  The top iron basins were recovered from a private garden, reconstructed, and reinstalled.  Mechanical and electrical systems were completely replaced, including a new underground equipment vault.   Students in the Fine Arts program at the University of Regina took on the task of modeling and making the molds of four different-sized spitter-frogs, which were cast in concrete.  A split tender process was used with public qualifications submittal followed by tender by invitation. 

 

The City of Regina embarked on a renewal plan for Confederation Park and the fountain with the construction of the adjacent Mosaic Stadium.  The park is the new pre-game meeting place for thousands of football fans.  On other days the park serves as a peaceful urban oasis, and attracts attention as a venue for fashion and wedding photos, and families with small children.
